Resumen

The legal system shaped by the Constitution of the Republic of Ecuador (2008) establishes a new system for sharing the responsibilities of the Ecuadorian State, with the redistribution currently taking place between the different administrative political entities forming it. Within these responsibilities, Territorial Legislation and Town Planning have been the object of recent legislation that has defined their aim and extent more precisely. The article sets out the essential characteristics of the regional organisation of the State and of the distribution of responsibilities, and analyses the content and extent of Territorial Legislation and Town Planning; as well as the way in which they are connected with sectoral policies affecting territories and the problems which, in the authors’ opinion, the imprecision of the established model of coordination between institutions presents.
