Resumen
Given the great diversity of forms and models of Participatory budgeting (PB) executed worldwide in the last 30 years, there have been meaningful discussions regarding their actual contributions to institutional and democratic change, which have focused on evaluating their democratic quality particularly. In its much more recent arrival at universities and other public institutions, and given the experience assessed by the public University of Cuenca in Ecuador, implemented based on participatory action research methodologies, a democratic quality evaluation tool is proposed. Similar processes based on five large generic fields (participation, proposal, rules-decision making, intra-institutional management, and transformative impacts) and the results based on those fields after its first two years of operation are analyzed.
