In recent decades, territorial transformations in the peri -urban of the city of Cuenca - Ecuador have accelerated, supporting strong negative impacts in their natural physical environment and in their settlements, due to the concurrence of economic, social, political factors, in the midst of a municipal management with very effective and permissive planning instruments. Thus, the formulation and application of public urban planning policies, based on the knowledge of these transformations, become a priority issue in the Cantonal Government agenda. In this context, the project aims to contribute to the knowledge of the territorial transformations of the peri -urban area of Cuenca in relation to the use and occupation of the land during the first decades of the 21st century, with a view to formulating innovative public policies for the urban planning processes of this territory. For this, an applied diagnostic social investigation is proposed that uses approaches, methods and techniques both quantitative and qualitative, which allow: to build conceptual theoretical support, identify the territorial expressions of the use and occupation of the peri -urban soil, characterize its internal structure and determine the facts at the cantonal level related to its socio -economic, political and normative system that configure its causes. The design of the policies, part of the integration of the research results, followed by the approach of objectives, the identification, evaluation and selection of alternatives. The nature of the project includes the participation of key actors throughout the research process to guarantee the transfer of technology and the results obtained.
