COVID-19 generated and continues to generate a disruption in wide aspects of society. The economies were strongly beaten. Both demand and supply were almost completely paralyzed. In this sense, the worst part took organizations with limited resources for an adequate response, that is, micro, small and medium enterprises (MSMEs). Due to the confinement and social distancing, new forms of interaction and relations between companies and customers were implemented. A large part of small businesses adopted or tried to implement digital tools, however, the contribution of this digitalization to the economic development of business is not known. The above is evidence that the local digitalization processes do not conform to the reality in which MSMEs are performed, therefore, it is necessary to make a diagnosis of their current situation, the state of their digitalization and establish to what extent the actions taken corresponds to what could be called a digitalization. For these purposes, the present study is established, which also intends to contribute with an action plan for the transfer of knowledge from the Academy to the business owners, employees and society, providing general guidelines adaptable to any organization. The end of this plan is to allow MSME's to develop properly and according to local reality and contexts, digitalization, considering their own characteristics. Given the aforementioned study population are the musemes of the commercial sector and services of the city of Azogues
