Water is recognized as a human and fundamental right in Ecuador since 2008, and internationally since 2010, and its realization in the International Agenda in the SDGs (2015-2030), as well as nationally), has been a priority. However, a verifiable methodology has not been generated to measure compliance and respective monitoring. Reason why the project intends to generate a methodological proposal to measure the human right to water. The state of the art will be developed, and the diagnosis of the current state in terms of the five factors of the content of the human right to water: i) availability; Ii) accessibility; Iii) acceptability; Iv) affordability; And, v) quality (of Albuquerque, 2014), and a pilot application will be made in the Cuenca canton. The study includes the following components: a) legal; B) technical-economic; And c) Application of the case study. Methodologically, quantitative and qualitative resources will be used that will grant complementarity to the study. The expected results being the design of a methodology that contributes to the academic debate on the human right to water, and that allows the makers of public policies to have an adequate mechanism for decision making in the field of water and sanitation. Two scientific articles will be published, as well as an academic presentation and a scientific poster in a congress.
