Description

Research seeks to prepare a proposal of quantitative and qualitative indicators within the framework of sustainable human development. To this end, it is based first, the evaluation of the indicators used in the development plan of the Gualaceo canton of the province of Azuay, which since 1999 has undertaken a participatory planning process and that today demands information that supports the evaluation of said process and those existing in some national information systems. Secondly, the design of an integral methodology that includes the quantitative and qualitative approach for conceptual reflection, design and construction of indicators to be validated before the set of local actors; And that it can then be replicated in other territories, hence the socialization of the proposal is not restricted to the Gualaceo canton. The methodology and built indicators are intended to become a tool to support local governments and other institutions that want to build conditions to achieve sustainable development and management processes. Its usefulness is linked to the ability to adapt it to the dimensions of each local government, that is, the methodology and the proposal does not have the claim to be a standardization of the processes or ignore the differences between the territories or between the municipalities.
