Description
The governance conflicts in Ecuador at the level of local governments, are increasingly reproduced and expanded. With this project we want to analyze the nature and magnitude of the conflict situations that the municipalities are going through, and determine if they are the result of a governance crisis or rather are the styles of governance that have entered into crisis. Why one of the ways assumed by the conflict is the contradiction, in most cases, between legality and legitimacy. Are these crises the reflection of a much greater problem that is the crisis of liberal democracy? With this analysis, we propose to define a theoretical-methodological framework that contributes to the construction of processes of participation, agreed, legitimation and citizenship, as an integral part of a new relationship between rulers and governed, which is directed towards a more participatory form of democracy. First we will develop a bibliographic analysis that theoretically supports the proposal, we will know the perceptions of rulers and governed through interviews and focal groups, with the research-action approach. The investigation will be qualitative.
