Citizen security is one of the public problems that most concern to society and the State. The III Citizen Victimization and Perception Survey conducted in Cuenca for 2016, reveals that 80% of criminal acts have not been denounced. It is imperative to elucidate what factors come into play in the dynamics of non -denunciation. This study aims to analyze the relationship between the so-called black figure "and the profile of the victim, types of crime and geo-spatial elements to understand if the non-denounced is given by isolated factors or established patterns. The theoretical approach will be carried out from the victimology, which explains the importance of the victim's profile in the occurrence of the crime. Methodologically, a comprehensive analysis that links the quantitative methods and qualitative methods is proposed On secondary data: David and III System of Victimization and Citizen Perception of the Cuenca canton.
