Description

For approximately a decade, the issue of local development has summoned more than one reflection and multiple interventions in the province of Azuay, however, from the first experiences to the current ones, the fact that the expectations of society, through its social actors, both in the foundation and in development management do not correspond to those that support public and private institutions as agents facilitators of development; Therefore, the forms and levels of participation of the actors are decreasing and elitizers when formulating local policies and in the execution of development agendas. Discovering the criteria, elements, activities and contexts in which such disagreement is generated is the objective of our research, to culminate with the elaboration of a conceptual and methodological proposal of open local development, which really considers the human being as a solidarity participant of his life and his contexts, which is inclusive and sustainable. Four fields of research are defined within the framework of local development, participation and formulation of local policies in the province of Azuay: human potential, social potential, material and financial potential and environmental potential or environment.
