Citizen participation in the construction of public policies in the GADs. Municipal Cuenca and Azogues

Citizen participation is a recurring issue in this government as in others, at the democratic level, states seek to guarantee the law, in which individuals, as groups are involved in the institution of a public space, so it is the consideration of a citizen identity, however, we must distinguish between different types of participation and their levels, as well as review the role that the institutional framework plays to limit or promote said participation. The inclusion of the citizen in the construction of public policies links the models of democracy and establishes the state-society relationship that is required to build. The project aims to examine from a psychosocial perspective the participatory level and establish the relational type of the individual and the groups, from a vision of social influence, unraveling the links between social actors, their inclinations, motivations, pre-judgments and stereotypes, such as the emotional, cultural and social burden that the citizen brings with him and seeks to establish in the participatory process. We also consider the analysis of citizen participation in the processes of construction of public policies in the GADs; Since, they constitute a fundamental element that conditions the passage of a representative democracy, to a participatory, finally configuring a deliberative democracy. Within the expected results, it is proposed to reach a cross analysis of the type of relationship and interaction in public policy construction processes; And of the levels of participation; As well as building a methodological tool for the analysis of citizen participation in the construction of public policies. Finally raising work with a quantitative and qualitative approach through the methodology of the case study.
