Description

In the Ecuadorian Constitution of 2008, new political rights influenced under the discourse and postulates of participatory democracy and direct democracy were recognized. The right to intervene in different levels of government through the mechanisms of citizen participation to improve the state-society relationship was possible. At the local and sectional level of government, mechanism such as the empty chair, public audiences, oversight, assemblies, popular councils, advisory advice, observatories, observatories were institutionalized. In spite of the theoretical and practical importance of the mechanisms of political participation and after six (6) years of validity of the Constitution of 2008, the functioning of these mechanisms, or their normative development, applicability and/or enforceability; Being necessary to study, from a multidisciplinary perspective (law, political science and sociology) the theoretical scope and effectiveness of these political mechanisms of citizen participation. The historical, economic, social and political context in which these rights in Ecuador to describe their constitutional configuration will be located. The political mechanisms of citizen participation and their infra constitutional development will be identified. Then the index of use of the political mechanisms of citizen participation in the Provincial Decentralized Autonomous Government of Azuay and in particular in four (4) decentralized autonomous governments (the most populated in the province) will be built, the above will allow, among other issues, to locate the tensions between the constitutional and legal design against the practical applicability of these rights; Also find dysfunctionalities in the application of these mechanisms, and; Prepare theoretical and methodological inputs to boost its effectiveness.
