Description

The project aims to address the links between interculturality and public policy. The core purpose is directed to the identification and characterization of the level of priority that the intercultural issue has as a public policy in the institutionality of the Cuenca canton, mainly, in the management of the municipality and the parish boards. This characterization is proposed through a cartographic, utility and validity methodology in the academic world of social sciences at the Latin American level. With this research initiative, a realistic approach is attempted, which allows to overcome problems that reduce the proposals for change to texts, with little applicability in contexts, for misunderstanding public policy as principle, normative and general objective of an action plan and for simplifying interculturality as a treaty of good intentions, without due practical landings. The issue contains less development in the instances of local governments, since the proposals are recent, and it has not been possible to overcome its strictly national understanding. Hence the need to work cartographically with the actors who execute their plans in the decentralized autonomous governments, in this case, in the territory of the Cuenca canton. The publication of at least three indexed articles and an arbitrated text is proposed, in relation to the objectives and results, which are then detailed in the respective numerals.
