In basic general education, the disagreement between the theoretical-methodological and didactic criteria proposed by the educational reform currently in force in Ecuador and the daily daily practices of the teachers, supervisors and administrators of education in the city of Cuenca is evident; This seriously affects society as a whole and the quality of education in particular. The project aims to identify the reasons and scope of such a disagree in order to propose criteria for curricular flexibility and contextualization for the EGB in the city of Cuenca, offering contributions to improve the quality of education in this regard, the project builds a hypothetical explanation of the problem, which demonstrates an exclusive offer of content by teachers and the demands to build knowledge and develop competences in the frame And society. Research will be carried out in the methodological framework of neo-ethnography as the best possible process to approach school culture.
