This investigation raises a community construction process that seeks that the neighbors of the poor, marginal neighborhoods, exceeding care, paternalistic, political clientelism practices, exceed the dependence of the State and local governments and achieve levels of self-confidence that allows them to manage, design and execute projects based on the assets of their own members and the organizations of their neighborhood community. It is about arouseing in the neighbors of the neighborhoods the sense of community through, not only the search for financial resources to solve their material needs, of basic infrastructure works, but the adoption, as part of its social capital, of a set of values, such as unity, solidarity, cooperation, collaboration, which enhances them as an example of community participation, for the construction of their own local development.
