Description
It is intended to build and implement a urban planning methodology integrating the potential of cultural and natural heritage -Recognition of the histo 'urban landscape (UNESCO, 2011) -. The project is aimed at preserving cultural heritage, urban quality of life and social welfare, such as steps towards sustainable development. As Bandarin (2016) expresses, the values and creative expressions of the communities must be recognized and preserved as a strategy for the achievement of cities focused on people, inclusive, habitable, safe and resilient. The project contemplates the inventory of natural, cultural and human resources, initiating by systematizing and evaluating information available at GAD Cuenca. The planning process will be participatory, involving the population in different instances: the identification of cultural values and attributes; The evaluation of vulnerability of these attributes in the face of socioeconomic pressures and the effects of climate change, etc. Finally, priorities will be defined in relation to conservation and development activities, establishing alliances, ordering frameworks, public policies, and mechanisms for coordinating activities between public and private agents. For this, it will be necessary to generate indicators that make it possible to raise goals and evaluate the results. The project has support from the Department of Historical and Patrimonial Areas of the Municipal GAD of Cuenca, taking advantage of the situation of the land use and management plan (Pugs) and the debate on the planning of the historical areas, which determines polygons of patrimonial intervention (PIP), one of which corresponds to the study area.
