In contexts of major technological, economic and social changes, higher education institutions (IES) are forced to react to the new demands raised by the productive sector, the State and society. Today IES cannot limit their missionary objectives to just form and investigate; They must become the source of social and economic development of the geographical region in which they interact. Among its obligations, in addition to transmitting knowledge, is to encourage the commitment and capacity of students and researchers to carry out entrepreneurial initiatives that promote innovation within universities. Therefore, the creation of scientific-technological base ventures (EBCT) must be one of the pillars of key and essential strategies in the development of regional innovation networks, as a mechanism for the extension of basic knowledge as in its application by other members of the community. In Ecuador, in recent times, although it is true, a special interest in creating an entrepreneurial culture in university students has emerged, creating policies and strategies that allow entrepreneurship to position as a transverse line within curricular meshes, there is still a great challenge with respect to generating a type of scientific knowledge directly applicable to production processes, in the figure of new companies that contribute to the development of the economy based on knowledge and innovation. Thus, an increase in the number of researchers and scientific publications in indexed magazines is evidenced, however, these research has not reverted a direct impact on the economic development of the population, translated into the generation of new businesses and jobs or the innovation of business models or scientific-technological base ventures. In this context, this research proposal aims to make an analysis of the current situation of each participating IES with respect to their entrepreneurial culture, the intention and entrepreneurial competences of its researchers, the potential of the research products to be transferred to society, as well as an analysis of the institutional context of each of the IES and the environment for the creation of EBCT. This holistic analysis will allow establishing the main factors necessary to promote the creation of these types of initiatives, to finally propose a systemic model and design a road map that adapts to the context of the universities of Ecuador analyzed, for the creation of (EBCT) in an academic context. From the implementation of this project it is expected to have a reference model closer to reality, built based on the requirements, needs and missions of each IES that are part of this project. It seeks to work in different axes related to the institutionality, incentives and policies related to entrepreneurship, all reflected in a road map that allows identifying the activities and resources necessary to promote the creation of EBCT in academic institutions of the public sector of our country. Consequently, from this roadmap, clear and precise information about the key factors for developing this type of ventures may be available, as an important input in the formulation, review and updating of strategies within the higher level academic institutions, as well as the design and revision of public policies, support and incentive mechanisms for entrepreneurs
