According to current legislation in Ecuador, regulating the use and occupation of urban and rural land is the exclusive competence of cantonal governments, the other regimes must respect the guidelines taken by this level of government. This situation entails a great responsibility when formulating the proposals of the development and territorial planning plans, so the need to have a methodology for the allocation of land uses is of vital importance and even more to have tools to support the planning that facilitate and attend decision making in a framework of sustainable, safe, equitable and efficient use of the soil resource. In this context, it is necessary to evaluate the applicability of the planning support tools made in view of fulfilling the primary objective of the territory management, which is the coherent organization, with each other and with the environment, of the activities in space, in accordance with an efficiency criterion. It is here that the possibility of the use of ruls (Rural Land-Puse Exploration System), an system to help the spatial decision for the ordering of soil uses, based on a geographical information system (GIS) of free software; In this way, the role of technicians in the planning of land uses is the generation of a space of possible solutions from the information of the physical, environmental, economic and social evaluation of the Earth, defining different scenarios of land use.
