Regarding government policy, the confessional and authoritarian tendencies of the Government of Camilo Ponce were sifted by the modernizing touches of the policies to promote export agriculture - in particular of the banana -, inspired by the then new theories of the Economic Commission for Latin America (ECLAC). The government exhibited technocratic features and was favorable to some modernization of agriculture and the diversification of the export economy. In sum, the most important political tendencies in the period would have been two: the conservative definition of the Ecuadorian State and the option of national development under an inspiration of cepalina and a resistance of civil society against socioeconomic precariousness and the authoritarian presidentialism of Ponce; On the issue of precariousness, above all, popular social groups would have generated client cut -out responses around personalist leaders; And in the face of authoritarianism and denial of access to citizenship rights, union and political protest movements would be generated. We are interested in, in this context, to focus on conservative state policy, on the one hand, and social response, on the other. We are certain that the proposed work will contribute to development, at the University of Cuenca, of an important social research field with national projection; Opening a new training space in which innovative work of degree, master's and doctoral thesis, books and scientific articles
