Description
The project investigates the central elements that motivate people, active participation, when an environmental action project or plan is implemented in its territory. Participation has historically been an element of tension between states and citizens, however, as of the 2008 Constitution, it has been instituted, becoming law (norms, ordinances, decrees), which force one way or another that environmental projects and plans comply with the Law of Participation. The weak presence, of a methodology, mechanisms, and the conception of participation as the practice of a democracy in decision -making, between state institutions and citizenship has caused the motivating elements of participation to be lost to the tension between: the law and interests of citizens (as). The fundamental contribution of the investigation will be in the identification of the central elements that allow people both at the individual and collective level, participation in plans/projects with environmental impact. From the list that is presented below, three cases will be selected considering the criteria raised in the methodology: Pichacay Sanitary Fill (Santa Ana Parish) Construction Social Rehabilitation Center of Basin (Turi Parish) Cuenca ¿Mining Project "Quimsacocha" (Victoria del Portete parish) Mining Project "Río Blanco" (Molleturo Parish) The identification of the central elements that motivate social participation will contribute to the design of methodologies and relationship mechanisms, between institutions, organizations and citizenship in general to achieve social, effective and democratic participation.
