Effectiveness of the protection measures of the Cantonal Boards for the Protection of Rights of Basin, Gualaceo and Biblián in the areas of Children and Adolescents, older adults and women victims of violence, 2021-2024

The purpose of the project is to evaluate the effectiveness of the rights protection measures dictated by the Cantonal Boards for the Protection of Rights of Basin, Gualaceo and Biblián in the areas of Children and Adolescents, older adults and women victims of violence, in the period 2021-2022. To achieve this purpose, several specific objectives are proposed: identify the internal and external conditions that limit or favor the operation of the Cantonal Boards of Protection of Rights; Analyze the critical nodes and good practices in the implementation of the administrative procedure established in the Law; Analyze the principles, standards of rights and approaches that these agencies apply in their resolutions; And, know the perception of users and actors of the comprehensive protection system on the service provided by the Cantonal Boards for the Protection of Rights. The research project integrates the quantitative and qualitative methodology. Use the bibliographic analysis to establish the theoretical and conceptual basis, identifying dimensions, categories and variables for the study. Data collection is carried out through interviews with key informants, analysis of files and surveys aimed at users of the Cantonal Boards for the Protection of Rights. The active participation of the members of the Cantonal Boards for the Protection of Rights in all phases of the investigative process, as well as the return of the information to the actors involved, reflects a participatory approach that seeks to strengthen the validity and relevance of the results for decision making for the benefit of priority care groups.
