Introduction. Strategies to form scientific research competencies at the university degree level can be curricular or extracurricular, mandatory or elective. However, scientific production or the involvement of students and teachers when generating knowledge or changing realities is limited. Aim. Design and estimate the reliability and psychometric validity criteria of a test (teacher version and student version), on the perceptions towards research of undergraduate students and professors at the Catholic University of Cuenca (UCACUE) and University of Cuenca, which allows the identification of the involvement, value, barriers and competencies on research, in the period 2025-2026. Materials and methods. The aim is to carry out an observational, cross-sectional study with a quantitative approach of instrumental descriptive scope based on two phases: (a) piloting with a sample of 10 per item and, (b) final sampling using a formula of 400 students and 300 teachers from each participating university, to which the developed instrument will be applied, which will go through the phases of piloting, analysis by judges and experts, reliability analysis and construct validity analysis. Expected results. It is planned to have statistics on perception and interest in research, as well as an instrument with reliability and content and construct validity.
