Description
The project is part of a program of three research on governance, citizenship and decentralization in Ecuador. The tendency to administer public management, rather than to carry it out with a fully constituted civil society, appears as the predominant orientation in the country. In addition, in Latin America, the historical changes experienced in recent years, with first and second generation reforms (political democratization, emergency of diverse subjectivities, economic liberalization and reinstitutionalization of public policies), propose an agenda of academic, social and political discussion with questions such as the following: In what realities should the expectation of consolidation of current democracies be supported? What political and social processes pre -exist and accompany economic reform programs? Are these reforms compatible with the demands of full and active citizenship? What institutional designs and regulations favor political stability, citizen participation and which economic efficiency? The project aims to answer these and other questions from an overall reflection, in addition to preparing change proposals settled in a critical analysis of the process of building modern citizenship in Ecuador, impregnated by former cultural matrices of the Andean world. Its central hypothesis indicates that existing governance in the country refers to power management rather than to the intervention and control citizens of the social decision -making process. The categories of citizenship and democratic governance (A. Menéndez-Carrión, 1991) guide the theoretical-methodological approach that mobilizes the research process, based on the study and interpretation of historical, legal-political and cultural documentary sources.
