The research project "Compression and application scope of the public policies of the Citizen Revolution in the stage of the Parish Boards: the case of Jadan." They aim to determine the conceptual referents and the methodological steps for the operation of public policies through the delegation of functions to the parish boards in the political scenario of the citizen revolution, the constitutional mandates and the constituent resulting from the approval referendum in Ecuador. This investigation formulates as an analytical horizon to be contrasted in practice, rather than proven, the following hypothetical question: the exercise of the formulation and implementation of public policies from the perspective of citizenship or what has been called a citizen revolution by the Ecuadorian government of President Rafael Correa, according to the pre-paradigmatic principles of the socialism of the 21st century, will find in the parish agents more Next to social actors in order to formulate public policies, implement them and evaluate their performance?
