This investigation aims to find explanatory elements that account for the effects produced by emigration in the sustainability of governance, in a territorial approach to Hydrographic Basin, under the consideration of this as the most appropriate unit of integrated management of natural resources. This is the sub -basins of the Santa Barbara and Burgay rivers. For this, the objectives that guide the study are related to a characterization of migratory flows; To the description and explanation of the governance processes; In order to relate the influence of flows in the sustainability of governance; All of the above will support to understand and compare the forms of governance in the two sub -basins considered. The methodological-technical part is oriented by the approach of appreciative inquiry, which allows the recognition, assessment of people, from the consideration of positive aspects, as social phenomena, which allows a different understanding of our reality. The results of the research will have a better knowledge of our region and the possibility of consolidation of social networks under the criteria of an adequate management of the hydrographic basin, in turn, the results of this study will contribute to the project "International Migration and Local Development" of the Vlir-iuc program; And to the investigative interests of the Management Council of the PAute Basin (CG PAUTE).
