In much of the Latin American territory there is a wide availability of water resources. However, there are inconveniences in its management and distribution. One of the main conflicts is found in access to safe water sources for different communities, especially the use of inefficient management models for the provision of drinking water service. In the Ecuadorian case, the provision of the service corresponds to the municipalities, however, in small cities, it is wrong to create small public companies to provide the service. The novelty of the project being the application of the constitutional figure of the Commonwealth, which resembles the application of the regime of the "ESCACH" companies of Brazil. This figure turns out to be more efficient due to the economy of scale that apply by their state level to the interior of the federal state. The objective of this research is to carry out a comparative analysis of the current management model for the provision of drinking water service versus the Commonwealth model applied to the Commonwealth of the Cañari people and to the municipalities of Tambo, Cañar, Subcal. For which a diagnosis of the current state of the service and the perception of the inhabitants of the area will be made. Being essential to study at the comparative level the success and failure cases of this model, obtaining a diagnostic document as well as a legal model that explains the way by which the Commonwealth model should be implemented. All this is complemented by a comparative financial study at the cost level that establishes the differences between the management of each study unit and the integration into a joint.
