The project proposes the identification of factors that affect the violation and violation of the rights of children and adolescents in the Cuenca canton, based on a critical analysis of public policy, the current national and local regulations and the procedures applied by the organizations created for the effective fulfillment of the rights explicitly recognized in the Constitution of 2008. The proposed methodology is summarized in three moments, the first, the first, the first one, aimed at Theories such as complexity; Thoughts such as neoconstitutionalism; And processes such as the object-subject transition of rights; And, b) a series of critical reflections on public policy aimed at guaranteeing the rights of childhood and adolescence in Ecuador and its specific application in a local context. The second moment, raises the identification of variables and indicators that express and measure the violation and violation of the rights of children and adolescents, using primary information of the unpublished archive of the Cantonal Board of Protection of Rights of Children and Adolescents of Cuenca (2010-2016); Including information on the perceptions of key actors of the Cantonal Council for the Protection of Rights of Basin. In the third moment, a participatory process is expected to generate guidelines aimed at strengthening public policy for the effective guarantee of children and adolescents with national incidence. Among the key products of the investigative process are: an article on theoretical reconceptualization around the violation of rights; And a critical reflection on the implementation of public policy; An article, which shows the factors that affect the violation of violation of children and adolescence. A local information system from the rescue of the Archive of the Cantonal Board of Cuenca Rights Protection; And, a participatory guideline agenda to strengthen public policy around the protection of childhood and adolescence. The development of the project will also generate an important academic contribution that will be expressed in interdisciplinary research lines that constitute an input for the Master's Program in Social Work.
